Click the settings option on the main menu. Click 'Multiplayer' in the Settings tabs. In the 'Spraypaint image' section, click 'Import spray'. It should open in the TF2 'custom' folder. If not, locate that folder in the in-game file selector. Once in the 'Custom' folder, select that image.
